Ministry of Defence Police implement Atlas OPS

Key Defence installations use Atlas OPS.

The Ministry of Defence Police have now installed Atlas OPS in their key sites including Portsmouth, Devonport, Faslane, HQ and Whitehall.

12 Officers from the Force have recently completed training for use on Atlas OPS - the first being staff from Portsmouth as it was planned to have Atlas OPS in place for the Trafalgar 200 celebrations in June, July and October 2005.

The system will be used to generate emergency and contingency plans, and manage key events like Royal Visits, demonstrations and public open days.

Three MDP officers from the Portsmouth Naval Base have become the first in the Force to train as Administrators and Operators for a software package called ‘Atlas OPS’

Sergeants John Catchpole and Andy Lloyd, along with Constable Michael Heywood, attended the seven-day course at the HQ of the software’s developer Atkins and Partners Ltd in Epworth, North Lincolnshire. The first five days concentrated on system administration tasks while the final two days developed their system operation skills.

Within the MDPGA, Atlas OPS will be a laptop-based system located at six establishments nationwide. Twelve officers will receive the seven day Administrators and Operations Course and will train additional operators at station level.  The three Portsmouth officers were chose for the first course as it is planned to have Atlas OPS in place at Portsmouth for the Trafalgar 200 celebrations in June, July and October this year.

Sergeant Catchpole is a Command and Control trained Control Room Supervisor.  He says “Atlas OPS will function in the Control Room at Portsmouth whenever it is required.  It will operate alongside Command and Control and will enhance the Control Rooms capabilities.

Atlas OPS Administrators are able to populate the system with maps, photographs, text documents and sound, as well as making up unique symbols.  These can be used to plan major events such as Royal Visits, demonstrations, public open days etc.

The system can also be populated to support standing operations procedures and contingency plans, so that it is ready for use whenever a major event takes place. Constable Heywood says:

“With all of this information already in place on the system, it opens up a great potential as a training tool.  The limits are only set by the operator’s imagination”.

Sergeant Lloyd added: “When the planning is over and the event itself takes place, Atlas OPS offers a real time operation log and an easy to understand visual overview of the operation.  These can be used by the Event Commanders without their needing to disturb the Command and Control Operators, who will no doubt be extremely busy”.

The new system offers a visual overview of the location, including the emergency routes, holding areas, rendezvous points, cordons and the deployment of officers on the ground.  It will also still hold any planning and training material that has been saved, which can be recalled if required.

Maps showing all of the above information can be printed off and incorporated into the Operation Order for the event.  Likewise, everything can be saved and interrogated for post operation briefings.

Although it will be held and administrated at station level, Atlas OPS will be under the control of MDPGA HQ and Divisional Commanders.  These senior officers will, therefore, be able to deploy it when and wherever they see it being used to best advantage.
