Managing the safety at some of the biggest events in the world requires more than just a good safety team on the ground. The key is co-ordination with a central hub or control room drawing together different strands of information.

For nearly a decade, MRL Limited has been the UKs leading provider of event control rooms to some of the countries leading festivals and large crowd such as the V festivals, Creamfields, Bestival and more recently Rockness and T in the Park in Scotland as well a number of concerts annually held in Hyde Park London such as Party in the Park, Wireless Festival and Live8.

Often referred to as ELTs (Emergency Liaison Team or Event Liaison Team) or in Scotland a JOC (Joint Operating Centre) these control centres act as the central point drawing together the different roles, responsibilities and agencies which are critical to the management of an event. Within the ELT or JOC there is a need for specialist staff who understand the the complexity of multi-agency working whilst maintaining a focus on delivering a safe event.

Working on a basic principle that whenever something happens to the site infrastructure this will have an impact on the crowd, and whatever the crowd does this has a potential to affect the infrastructure. Maintaining this balance requires linking together intelligence through access to up-to-date information allowing rapid and directed decision making.

This can only be achieved through using good and reliable incident management software. MRL Limited have invested in the Atlas OPS incident management package from Ultra Electronics APL.

MRL Limited has worked closely with APL for a number of years providing feedback to the company to help with development ensuring the software is ideally placed to allow access to accurate site specific information and emergency procedures. A vital aspect in this is the operating of a real time log called Real Team Operations or RTO which logs incidents and decisions made.

The RTO is vital as it is tamper proof log and provides a continuous record of actions and response to numerous incidents. This data has been critical in review the response of agencies to incidents and assisted in post incident insurance claims.
