Atlas Incident Management System (AIMS) gets the vote from Local Government working group

Over the last 18 Months APL have been involved with a Cabinet Office funded working party who were provided funding to design and procure an IT based "Incident Management System".

The main aim of such a system would be to aid the effective management of a local authority emergency control centre when responding to any major emergency incident

Initially the working group distributed a questionnaire to all emergency planning units nationwide in January 2005.  The objectives of the questionnaire were twofold

  •  to identify any existing systems in use, the functionality they offered and if this would meet the project's aim
  • To identify the essential requirements which would need to be incorporated if a new system were to meet the needs of all local authorities

The project requirement:

Some of the basic requirements which were identified included:

  • Efficient logging of all messages and calls relating to an incident

  • Allocation and management of tasks

  • Logging all actions taken in response to tasks and decisions made

  • Produce situation reports

  • Work with multiple incidents

  • Access emergency plans

  • View incidents geographically

  • Network ready

  • Easy to use

  • Access to pre-defined task lists

In conclusion the working group determined that the AIMS product not only met these basic requirements, but exceeded them in many areas - making the ultimate decision relatively straight forwards.

AIMS is now rolling out to local authority emergency planning departments throughout the UK
